Why don’t Florida’s standby generator rules apply here?

Because that whole section of the code is written for a different machine.

The Florida Building Code’s Section M1905 covers permanently installed stand-by generators. It says those generators have to be “listed and labeled for the application in which they are installed and used.” It goes on to cover manufacturer instructions, wind resistance, flood-hazard placement, and where the exhaust can terminate.

The flood provision opens with its own qualifier, “In flood hazard areas as established by Table R301.2(1)”. It then sends permanently installed stand-by generators to Section R322.1.6. That’s not a blanket rule about every property in Tampa Bay, and your county is who answers whether yours is in one of those areas.

The same section keeps a permanently installed generator’s exhaust at least 10 feet from openings that could let fumes into the house. A shorter distance is allowed only when the code’s specific carbon monoxide alarm conditions are all met.

Every requirement in M1905 is written for a permanently installed stand-by generator. A portable generator you roll out and plug into an inlet isn’t one, so those placement rules aren’t the yardstick your interlock gets measured against.

That doesn’t get you out of the electrical permit or the inspections. It’s the reason the interlock route costs a fraction of a standby install: there’s no pad, no fuel line, no exhaust setback, no elevation question. Hillsborough’s residential generator checklist lists a recorded certified copy of a notice of commencement, submitted before the first inspection. Florida’s construction lien law separately exempts an improvement whose direct contract price is $2,500 or less from the other provisions of that part, except section 713.05.

An interlock install at $1,200 to $2,000 sits under that figure, which is exactly why the question comes up. It doesn’t settle any particular permit file. The contractor pulling the permit is the one who should confirm which requirement applies to your job.
